Section 66(1) requires "a device for cleaning rain, snow and other moisture from the windshield so constructed as to be controlled or operated by the driver" (a driver-operated windshield wiper) and "a mirror or mirrors securely attached to the vehicle" giving the driver a clear view of the roadway behind. Both are named specifically, not just implied by general roadworthiness.
