Correct answer: A. It's open (unfastened) and not in its original packaging, or it's loose and readily accessible to anyone in the vehicle

The government's page makes it illegal to transport cannabis if it's "open ('unfastened') and not in its original packaging," or if it's "not packed in baggage and is readily available to anyone in the vehicle" — the same basic principle as an open-alcohol-container rule: sealed/original packaging, or packed away out of easy reach, not loose and accessible.
