Correct answer: C. A road service vehicle, and a bicycle travelling in a lane designated for contraflow travel

Section 147(2) exempts four situations from the keep-right requirement: overtaking and passing, preparing for a left turn, a road service vehicle, and a bicycle travelling in a lane specifically designated for contraflow (opposite-direction) travel. The first two are well-known; the road-service-vehicle and contraflow-bicycle-lane exceptions are easy to miss.
