Correct answer: D. No — the minimum age is 16, and it's also an offence for an owner to knowingly permit an under-16 rider

Section 38(1) prohibits anyone under 16 from driving or operating a motor-assisted or power-assisted bicycle on a highway, and Section 38(2) separately prohibits an owner or person in control of one from permitting someone under 16 to ride, drive, or operate it on a highway — so it's illegal both for the 14-year-old to ride it and for an adult to knowingly let them.
