Correct answer: C. A moped or motor-assisted bicycle

A moped or motor-assisted bicycle. Regulation 630 bars a specific list from the 400-series highways and the QEW: bicycles, power-assisted bicycles, motor assisted bicycles, limited-speed motorcycles, motorcycles with a cylinder swept volume of 50 cubic centimetres or less, most electric motorcycles, and wheelchairs. Schedule 1 names the highways — 400, 401, 402, 403, 404, 405, 406, 409, 410, 412, 416, 417, 418, 427, the Queen Elizabeth Way and Highway 407, among others. The thread running through the list is speed: everything on it is either human-powered or capped well below the pace of freeway traffic, and a vehicle that cannot keep up on a road where everyone else is doing 100 km/h is a hazard rather than a nuisance. Ordinary full-size motorcycles are not on the list and belong there like any other vehicle.
