Instead of passing a separate speed by-law for every individual street, a municipality wants one by-law to lower the limit below 50 km/h across an entire designated neighbourhood at once. Does the HTA allow this kind of area-wide speed by-law?

Correct answer: C. Yes — a by-law may designate an area and set one rate below 50 km/h applying to all its default-50 streets at once

HTA Section 128(2.1) allows a municipal by-law to designate an area and prescribe a rate of speed below 50 km/h that applies to every highway within that area which would otherwise default to the standard 50 km/h limit — the municipality doesn't need to by-law each street one at a time to blanket-lower speeds across a whole neighbourhood.
