Ahead on a two-lane-each-way road, a utility crew is working from a parked van at the roadside. There is no construction zone signed, and no emergency vehicle with flashing lights. How does the Driver's Handbook say you should treat it?

Correct answer: C. Slow down, pass with caution, and move over a lane if it is safe to do so
The same way you would treat any roadside hazard: slow down, pass with caution, and if it is safe to do so, move over a lane to put space between you and them. The Handbook lists the situations this covers — "roadside assistance and disable vehicles, surveyors, road maintenance or utility workers" — and says "always slow down and pass with caution to prevent a collision. If safe to do so, move over a lane to increase the space between your vehicle and the hazard." Ontario's move-over law names specific vehicles such as emergency vehicles and tow trucks with their lights on; the Handbook's advice here is broader than that law, because a surveyor standing beside a plain white van is just as fragile as anyone else.
